While we are not directly contracted with any carrier, our team will always file claims on your behalf and help you maximize your benefits—so you can focus on your health, not the paperwork.

A note for Delta Dental patients

Many of our patients have Delta! As a non-participating provider, Delta reimburses patients directly. That means you’ll pay for your treatment upfront, and we’ll submit your claim—then Delta will send your reimbursement check straight to you. For larger treatments, we’re happy to discuss flexible payment options.

Meet your dentist

Dr. Victoria Barry

Dr. Victoria Barry (formerly Dr. Louie) is proud to carry on the legacy of excellent care established by Dr. David Fong & Associates. She’s been part of the practice since 2019 and is honored to continue serving the community she’s come to know and love. A third-generation dentist, Dr. Barry blends her deep respect for tradition with a fresh, patient-centered approach. She earned her DDS from the University of the Pacific and has pursued advanced training in Invisalign, restorative dentistry, and smile rehabilitation. Having experienced extensive dental treatment herself growing up, she brings a unique blend of empathy and expertise to every visit.

Dr. Barry is passionate about providing thoughtful, comprehensive care that puts patients at the center of the experience. She takes time to truly listen, explain treatment clearly, and build long-term relationships rooted in trust. Whether she’s crafting a personalized care plan or simply checking in to see how you’re doing, her goal is to make every visit feel easy, collaborative, and worthwhile.

Outside the office, you’ll find her hanging out with her son, husband, and dog, exploring Monterey on the weekends, scuba diving, traveling, trying new food and wine, or sneaking in a round of golf.

Previous owner dentist

Dr. David Fong

With over 40 years of experience serving the Oakland community, Dr. David Fong built a practice known for integrity, consistency, and care that puts people first. He is a graduate of the University of the Pacific and a member of the ADA, CDA, AACA, and AACD. As a current visiting faculty member of Spear Education, Dr. Fong is widely respected for his clinical knowledge and mentorship in the dental community.

As the previous owner and a continuing provider, Dr. Fong remains an essential part of our team. He currently sees patients on Tuesdays and Wednesdays and plays an active role in maintaining the high standards of care that have defined this office for decades.

Dr. Jeanette Yu

Dr. Jeanette Yu brings over a decade of experience to the Downtown Oakland Dental team, with a passion for helping patients feel informed and at ease. Her journey with the practice began as a child when she first came here as a patient. In high school, she joined the team as a dental assistant, and after earning her DDS from New York University, she returned more than ten years ago as a dentist. Beloved by patients for her calm, thoughtful approach, Dr. Yu is proud to care for the same community that helped shape her career.

Dr. Yu shares the practice’s commitment to comprehensive treatment planning and personalized care. Whether she’s walking a patient through a restorative procedure or celebrating a newly finished smile, she meets people where they are and helps them move forward with confidence.
